Cutting bureaucracy would also encourage public sector workers to think about ensuring there is value for money for their services.
Policy-makers are taking an innovative approach to drive development. Public and private sectors in the Indian state of Gujurat are combining forces to create new opportunities for its rural poor.
Mission Mangalam
There is much opportunity for innovative growth in the rapidly growing urban centers of emerging markets.
That's why we're supporting the Government of Gujarat in implementing its innovative Rural Livelihood Program termed "Mission Mangalam," where private companies are partnering the state government in providing rural livelihoods for the poorest 20% of the people in the state.
The employment would be unskilled labor, particularly labor-intensive work such as agro-processing, apparels and garments and handicrafts. The work would be fairly paid, acting as a gateway to a career for many of the poorest people.
Private public partnership
We worked with state government in signing Memorandums of Understanding with private companies for rural livelihood projects, with a potential of creating 1.48 million livelihoods against a target of 0.1 million livelihoods.
Government goals
The Mission Mangalam program helps private companies and their employees, but it also sets improvement goals for governments.
Governments should aim to streamline bureaucracy, eliminate petty corruption and encourage transparency within government as much as possible.
In addition, risk assessments and learning tools are not always prioritized; as a result, there is a lot of learning on the job, and many mistakes are made.
Cutting bureaucracy would also encourage public sector workers to think about ensuring there is value for money for their services.
