For our fourth quarter 2013 webcast, the EY Global Tax Desk team will focus on the significant Mexico tax reforms and the latest tax regime developments in Ireland and Spain. These countries’ political and regulatory proposals and actions have wide ranging implications for both US and foreign multinationals. Understanding the implications is of critical importance for all tax professionals with responsibilities for or interest in these countries.

Ernst & Young LLP desk leaders for Mexico, Ireland and Spain will provide updates on Mexico’s key reforms, Ireland’s recent budget proposals and the current BEPS (base erosion and profit shifting) debate in their respective jurisdictions.

Panelists:

Ricardo Vargas

Ernst & Young LLP, Latin America Business Center, International Tax Services

Ricardo Vargas is an international tax senior manager in Ernst & Young LLP’s Latin American Business Center in New York with a focus on developing opportunities in the Latin American region for US clients in the financial services industry. Prior to joining the firm in August 2002, Ricardo worked for four years in the international tax practices of a US and a Mexican professional services firm.

Prior to joining EY, Ricardo also worked for the Mexican Banking and Securities Commission, where his main duties included the development of market surveillance techniques and regulations for the Mexican Derivatives Market.

Ricardo holds a master’s degree in US Taxation from Nova Southeastern University in Florida and a bachelor’s degree in Accounting and a post-graduate degree in Finance from Panamerican University in Mexico City.

Ernesto Ocampo

Ernst & Young LLP, Latin America Business Center, International Tax Services

Ernesto Ocampo is an Executive Director in Ernst & Young LLP’s San Diego office and has over 17 years of experience in general tax planning with a focus on structuring international manufacturing and distribution operations in Mexico.

Prior to joining EY, Ernesto served as tax manager for Mexico and Latin America for a multinational company engaged in the manufacture and distribution of electronics products and media and as a partner of the tax practice group of another professional services firm.

He received a BS with a dual major in Tax and Accounting from the Autonomous University of Baja California, Mexico.

Karl Doyle

Ernst & Young LLP, Ireland Tax Desk, International Tax Services

Karl Doyle is a member of Ernst & Young LLP’s International Tax Services practice in New York, where he leads the Irish Tax Desk.

In his current role, Karl advises US multinationals on the tax aspects of establishing operations in Ireland, acquiring or selling Irish business activities, as well as using Irish entities for the purposes of holding, financing and licensing activities.

Karl has considerable experience designing and assisting with the implementation of innovative international and domestic tax planning structures, including IP planning, finance and treasury management and the tax structuring of M&A transactions. Karl also has substantial experience in advising multinationals wishing to relocate their global headquarters to and from Ireland.

Karl has a degree in Business Studies and Economics from Trinity College Dublin, and is both a Chartered Accountant and Chartered Tax Advisor.

Cristina de la Haba

Ernst & Young LLP, Spain Tax Desk, International Tax Services

Cristina de la Haba is a member of the International Tax Services practice of Ernst & Young LLP in New York. She is the leader of the Spain Tax Desk.

Cristina joined the EY member firm in Spain in 2008 and has wide experience in the international tax structuring of mergers and acquisitions and the tax-efficient cross-border restructuring of multinational groups, as well as in the design, development and implementation of international tax planning strategies for multinational corporations. She has actively been involved in several oil and gas tax cross-border projects. Moreover, Cristina has extensive experience coordinating and managing projects involving different jurisdictions.

Cristina received a bachelor’s degree in Law and International Relations from the Universidad Pontificia de Comillas (ICADE) and a master’s degree in Tax Law from the Centro de Estudios Financieros.

Thomas Eckhardt

Ernst & Young LLP, German Tax Desk, International Tax Services

Thomas Eckhardt is a member of Ernst & Young LLP’s German Tax Desk in New York.

Working in the US as an international tax advisor since 1994, Thomas joined the firm’s German Tax Desk in New York in 1997. His focus is on US/German cross-border transactions, and he has worked extensively on US outbound and inbound investments for US and German clients, including major real estate and private equity investment funds, insurance companies, banks and other financial institutions. Thomas has extensive experience assisting with the tax-efficient design and implementation of German/US real estate investments, private equity investments and structured finance products involving Germany.

Thomas received his legal degrees from the University of Frankfurt (German JD) and New York University (LLM Taxation). He is a licensed German tax advisor (Steuerberater) and is admitted to the German bar.
