Moscow, Kyiv, 9 July 2009 – Global professional services organization Ernst & Young today announced leadership changes at its CIS practice. Vitaly Pyltsov, Deputy Managing Partner of Assurance and Advisory Business Services in the CIS, has been appointed Chief Operating Officer for the CIS practice. In this new capacity Vitaly will lead Ernst & Young’s operations in the CIS and coordinate the further development of its 16 offices, succeeding Philipp Turowski, who will return to Ernst & Young’s Frankfurt office.

In addition, as part of the leadership change, Dmitry Lobachev, Head of the Oil & Gas Group in the CIS, has been appointed CIS Assurance Leader. In this position Dmitry succeeds Joe Watt, Assurance Partner, who is returning to Ernst & Young’s practice in Australia.

Vitaly Pyltsov has a wide array of experience in audit practice management matters. He has provided services to global and local clients, serving them on audit, transactions and due diligence engagements. He also has significant experience in leading large-scale projects and deep knowledge of international and local market trends.

“I am honored and glad to accept this new position after being appointed to lead operations of our practice in Russia and the CIS, which are key markets for Ernst & Young’s global strategy. My priority will be to focus on strengthening our practice operations at this time of uncertainty and sustaining our future,” said Vitaly.

Dmitry Lobachev has broad and comprehensive experience covering audit and accounting issues for energy industry clients and other industries.

“Ernst & Young is a market leader for assurance services in the CIS,” said Dmitry. “We remain the provider of choice for the most dynamic businesses in the CIS and have developed a preeminent reputation for top quality professional services. My goal in this new role will be to further enhance this quality growth strategy of the firm in the CIS and help maintain Ernst & Young’s leadership role in this market.”

Said Karl Johansson, CIS Sub-Area Managing Partner: “We’re pleased to announce these new leadership appointments for our Russian partners. Vitaly and Dmitry are widely known for their professionalism and expertise on the CIS market and combine strong local credentials with international experience. They both advanced through the ranks in our CIS practice and thus represent the culmination of an important Ernst & Young strategy in the CIS: helping our people realize their potential, all the way to leadership.
