Scoping the challenges for 2020 public services

Ernst & Young is supporting the Commission on 2020 Public Services. Scoping the Challenges for 2020 Public Services is a series of publications surveying the landscape of issues and questions we need to pose to hold a comprehensive debate on the future of public services.

A brief history of public service reform analyses UK welfare and public services from before 1945 to the present. It explores the evolution of the system and seeks to identify prospects for radical reform. Download A brief history of public service reform pdf 523K, June 2009

Drivers for change: Citizen demand in 2020 examines over 30 social, cultural and technology trends that will have a bearing on the demand for public services, and explores three scenarios illustrating life as it might be in 2020. The aim of the report is not to predict the future, but to dramatise the debate about the choices our society will face and provoke thinking about how policymakers might respond. The fiscal landscape: Understanding contributions and benefits sets the scene for the funding of public services between now and 2020 and examines what is affordable, where tax revenues come from and how public money is spent across different types of household. It provides the starting point from which to consider where and how public spending should be cut and/or additional revenue might be raised. Read the report pdf 710K, November 2009

The Commission’s final report will be launched in summer 2010. This will set out a vision for public services designed to meet the needs of citizens during a decade of tight fiscal constraints but ever rising demands.

Understanding health care markets

The new NHS Constitution has at its centre the right of patients to choose. This choice is underpinned by competition between health care providers; competition that is intended to be a driving force for improved quality and efficiency.

The creation, analysis and shaping of healthcare markets are therefore essential skills that commissioners must master if they are to achieve their goal of world class competence.
