GCS Overview - Ernst & Young - United States

Government Contract Services

No company can match the purchasing power of the United States government. Recent economic stimulus legislation will funnel even more money to government contractors in 2010, and increased spending will lead many companies to contract with the government for the first time. New government contractors, and even those with more experience, will face many challenges as they strive to comply with the complexity of both new and existing laws and regulations governing grants, contracts and cooperative agreements.

For more than 25 years, our Government Contracts Services (GCS) professionals have helped companies deal with the challenges and requirements that are part of doing business with the government. We help you navigate the strict rules and regulations so you can secure government contracts that meet your business objectives and enhance your revenue. Our clients benefit from our experience with government contract approaches. We help you make the most of your contract and advise you on approaches that can help to mitigate the risk of contract noncompliance.

For companies new to the federal marketplace, we offer a wide array of services ranging from performing readiness assessments and advising on effective compliance programs, to helping with the bidding process, implementing processes to address government contract accounting and estimating system requirements, and navigating government reporting and auditing processes. For example, we can prepare you for pre-award surveys and proposal audits, as well as develop commercial pricing strategies, Federal Supply Schedule (FSS) proposals and cost-based proposals.

GCS has long served the government contractor community by applying our deep knowledge of a broad range of federal contracting topics—the operation of FSS contracts, government pharmaceutical pricing, Cost Accounting Standards (CAS) compliance and Federal Acquisition Regulation Cost Principles—to the business strategies, objectives and needs of our clients.

We are often called on to help companies and their legal counsel when facing allegations of defective pricing, CAS noncompliance assertions, and other claims and disputes. And we frequently help our clients react appropriately when they find themselves subject to government audits, investigations and qui tam actions.  Our experienced GCS professionals stand ready to help you with all of your government contracting needs.
