Peter Berard

Ernst & Young LLP, Employment Tax Advisory Services

Peter Berard is a member of Ernst & Young LLP’s National Tax Department and is based in New York, New York. Pete practices in the areas of federal, state, and local employment tax matters.

Pete has more than fourteen years of payroll and employment tax advisory experience, focusing on multistate income tax withholding issues, merger/acquisition integration, refund studies, statutory election analysis, risk management services, process reviews, information reporting, and compliance issues. Pete has recently worked extensively with clients of various industries regarding the proper federal and state taxation and information reporting requirements for executive compensation, deferred compensation, and stock options.

Pete received a B.S. in Accountancy from Providence College and a J.D. from New England School of Law. In addition, he is a member of the American Bar Association, the Massachusetts Bar Association, and the American Payroll Association.

Kenneth Hausser

Ernst & Young LLP, Employment Tax Advisory Services

Kenneth Hausser is an Executive Director for Ernst & Young LLP’s Employment Tax Advisory Services. He devotes his time to payroll and employment tax compliance and unemployment insurance tax based statutory elections. He provides tax advisory services primarily to clients in the financial services industry, and has experience with many federal, state and local payroll and employment tax issues across most industries.

Since joining Ernst & Young LLP in 2001, Ken has assisted clients with a broad range of specific payroll and employment tax process issues, including complete payroll process reviews to identify specific exposure areas. Additionally, Ken has assisted various clients on payroll conversions, implementations and risk assessments.

Debera Salam

Ernst & Young LLP, Employment Tax Advisory Services

Debera Salam is Director of Payroll Management Services for Ernst & Young LLP’s Employment Tax Advisory Services. Debera concentrates on projects that have a compliance and payroll audit focus, including systems implementations, process improvement, and internal and external payroll audits. Her broad based knowledge of all payroll compliance areas, including garnishments, coupled with her prior experience in federal and state lobbying initiatives, gives her the ability to coordinate a diverse range of payroll projects.

Among her many activities in the payroll industry, Debera currently is an advisory board member for Research Institute of America's Payroll Guide, and an advisory board member of the American Institute of Professional Bookkeepers.

Debera is a Certified Payroll Professional (CPP).

Deborah Spyker

Ernst & Young LLP, Employment Tax Advisory Services

Deborah Spyker is an Executive Director of Ernst & Young LLP’s Employment Tax Advisory Services, and is based in Denver, Colorado.

Debbie is experienced with employment tax and information reporting issues. She provides technical advice and guidance concerning the following subject matter areas: federal employment reporting and withholding; information reporting; administration and wage reporting compliance issues for inbound foreign nationals working in the US and outbound US expatriates working outside of the US; statute of limitation; civil penalties; the IRS examination function; refund, credit, and abatement procedures; IRS voluntary disclosures.

Prior to joining Ernst & Young LLP in 1997, Debbie was an employment tax auditor for the State of Colorado. She has assisted a number of clients with the employment tax audit and appeal processes.


Gregory Carver

Ernst & Young LLP, Employment Tax Advisory Services

Gregory Carver serves as Ernst & Young LLP’s National Director of Employment Tax Services overseeing employment tax professionals throughout the firm. Greg has more than 27 years of employment tax experience working closely with many of the firm’s Fortune 1000 clients in various industries. Greg has been actively involved in leading tax advisory engagements that have helped clients secure significant refunds and savings. Specifically, Greg has provided tax advice with respect to many client implementations of executive-level planning.

Prior to joining Ernst & Young LLP, Greg worked at Strategic Resources Group, a state and local tax firm that focused on providing state and local tax advisory services.

Greg has a B.B.A. in Business from Baylor University.
