In the last few weeks, the Department of the Treasury and the IRS issued anticipated guidance under the Affordable Care Act (ACA) affecting employers.

These rules address the employer requirements under Internal Revenue Code Section 4980H and the information reporting requirements under Sections 6055 and 6056. EY hosted a webcast on 13 March to provide companies with the technical aspects of the law.

Companies are now facing the challenge of applying the law to their businesses and determining the practical implications of implementing the rules. Given the January 2015 start of the IRS reporting period, many employers will need to have their processes and systems in place as early as July 2014 to track the required information. We are finding that Finance, Tax, Internal Audit and IT are becoming increasingly interested and involved in the ACA implementation process given the financial, tax and systems implications and requirements of these new rules.

He has more than 19 years of experience in multistate incentives and assists national companies with their tax and non-tax incentives. Ali’s incentives experience includes state and federal employment and training programs, tax credits, enterprise and empowerment zone programs, tax planning, site selection analysis and inducement negotiation.

Juliette Meunier

Ernst & Young LLP, Human Capital Practice, Los Angeles, CA

Juliette Meunier has 20 years of experience in executive compensation and employee benefits, advising clients on regulatory and operational matters under the Internal Revenue Code and ERISA and assisting them with all stages of development – from growth companies to established, mature companies – as it relates to the financial, cost, tax and risk implications of their compensation and benefits programs.

Juliette regularly advises clients with respect to cost savings opportunities within their HR functions. Her experience in the cost management arena includes reviews as they relate to the financial, actuarial and tax perspective, as well as HR processes and benchmarking against best practices.

Juliette is a member of the California Society of CPAs, the Ohio Society of CPAs, WorldatWork, the American Society of Pension Professionals & Actuaries and the American Institute of Certified Public Accountants and is on the board of the Orange County chapter of the Western Pension & Benefits Conference.

Helen Morrison

Ernst & Young LLP, National Tax, Compensation & Benefits, Washington, D.C.

Helen Morrison is a Principal in the National Tax Department of Ernst & Young LLP. As a member of the Compensation & Benefits practice, Helen assists clients address compliance and management of health care reform, executive compensation and other key employee benefits tax-related matters.

Prior to joining EY, Helen served from 2007 – 2012 as the Deputy Benefits Tax Counsel in the Office of Benefits Tax Counsel for the Department of the Treasury. She played a lead role in the Administration’s tax-related initiatives on health care reform and the Treasury Department’s implementation of these provisions enacted as part of the Affordable Care Act. She also served as a senior Treasury advisor on executive compensation matters including the section 409A deferred compensation rules, section 457A rules on deferred compensation to for companies in “tax indifferent” jurisdictions, and other tax-related compensation matters.


Steve Albitz

Steve Albitz is a Principal of Ernst & Young LLP serving as its Business Development Leader for Tax. Steve works with the firm’s clients to align resources with client needs.
