Providing Government Contracting Services Under Sarbanes-Oxley With the exception of certain litigation support services, the core competencies provided by EY/GCS are well within the SEC’s independence rules. The rules prohibit providing expert opinions and other expert services for an audit client for the purpose of advocating the client’s interests in a litigation or in an administrative or regulatory proceeding or investigation by a regulatory body. The Government’s contract terms and conditions, as well as its regulations, distinctly define what constitutes a legal, administrative, or regulatory proceeding. These would not involve normal contract administration activities. Download our brochure. (pdf, 129K)
