Improvement of HR management and Development of Institutional Capacities
In March 2016, EY Armenia successfully completed the Improvement of HR management and Development of Institutional Capacities project initiated by the Ministry of Finance of the Republic of Armenia within the framework of the direct grant by the United States Agency for International Development. The project was aimed at the improvement of human resource management function and workforce development processes at the Ministry.
The project team embraced highly-qualified and experienced consultants from EY Armenia, EY Lithuania and EY Ukraine, specializing in governmental sector and people advisory services.
“Improvement of HR management and Development of Institutional Capacities” project was comprised of three consecutive stages which were carried out parallel to the development of the competency model for the Staff Management Department of the Ministry of Finance. During the first stage the existing gaps of the Ministry’s HR performance were identified based on an AS-IS analysis, an in-depth research of human resources and organizational capacities was conducted, and a general activity map with timeframe and directions was developed. The second and the third stages were devoted to the design of specific policies and concepts, which would address the previously identified gaps and obstacles of the Ministry's performance in four directions: personnel planning and adaptation, learning and development, incentivisation and evaluation. On the final stage, series of trainings were provided to the Staff Management Department personnel, as well as for top managers of other structural subdivisions of the Ministry. The trainings were designed in the scope of the above-mentioned directions, based on the results of the research carried out and the suggested action plan. The Ministry representatives took active participation in the trainings which helped increase awareness regarding existing development strategies based on the best practices. Such approach was aimed at resolving current issues as well as initiating the process of discovery of the possible solutions through active discussions and simulations.
