Decoding Immigration Measures following the COVID-19 outbreak in Cyprus

Following the outbreak of COVID-19 in Cyprus, the Cyprus Government, in addition to the initial announcements, decided

the following measures:

From 6 p.m. of the 16th of March and for a period until the 30th of April, the prohibition of entry to any citizen -regardless of nationality - who does not fall into the following categories:

• Cypriot citizens: Holders of Cyprus travel documents.

• Legal residents in the Republic of Cyprus: For all nationals of European Union member states: Holders of MEU 1,2,3 certificate (yellow slip), or utility bill in the name of the person concerned. For third country nationals: Valid residency permit.

• European nationals or third-country nationals working in the Republic - For all nationals of European Union member states: Holders of MEU 1,2,3 certificate (yellow slip) and/or documentary evidence of Social Insurances or employer certificate). For third country nationals: Valid residency and work permit.

• Nationals of countries who are in a designated diplomatic service or mission under bilateral or international conventions: Holders of Diplomatic ID or for those who do not hold a diplomatic ID, a non-diplomatic card or certificate of the competent authority regarding the reasons of their presence in the Republic of Cyprus.

• Individual cases of European nationals or third-country nationals for unavoidable professional obligations, provided that the relevant authorization has been obtained from the competent Ministry: Holders of a Certificate issued from the competent Ministry of the Republic of Cyprus on the basis of the scope of the visit.

• European or third country citizens attending educational institutions in the Republic of Cyprus: For nationals of European Union member states: presentation of student ID. For third-country nationals: presentation of student ID and student's residence permit).

Important notice:

All persons falling within the above-mentioned categories should be able to prove that they have been examined by an authorized medical centre/designated authority for the Coronavirus within the last 4 days before their arrival and present a relevant medical certificate for this purpose. A list of approved medical centres can be found here.

It should also be noted that all persons arriving in Cyprus following the above procedures, will be obliged to stay in quarantine for a period of 14 days from arrival in special quarantine places that the Ministry of Health will designate.
