My early morning routine is to write, and to run 10km. I broaden my knowledge about the latest developments in international tax, and maintain physical performance. This balance of body and mind positions me well to respond to client’s needs and optimize their tax arrangements.

Dr. Nobuhiro Tsunoda

Runs marathons and enjoys discussing quantum supremacy with his family. Completed a 100-kilometer ultramarathon within 10 hours and attained a black belt in judo from Kodokan.

Nobuhiro Tsunoda joined EY Japan’s Tax practice in in July 2019 where, as chairman, he is engaged in managing and strategy planning in transfer pricing, tax governance and tax technology areas. He has over 30 years of experience in the public and private sectors, as well as being an accomplished lecturer and author on numerous topics relating to taxation.

Prior to joining EY, he held senior roles at Japan’s National Tax Agency and Ministry of Finance, and also at the International Monetary Fund, leading practices related to taxation such as international examination, mutual agreement procedures, APA, exchange of information, FATCA and common reporting standards.

He is widely acknowledged as a transfer pricing expert with a track record of resolving about 400 double taxation cases, dealing with 25 countries as a competent authority for Japan’s National Tax Agency.

He has also been involved with groups such as the OECD Committee on Fiscal Affairs in developing action plans regarding Base Erosion and Profit Shifting (BEPS) and decision-making regarding models such as the Model Tax Convention on Income and on Capital, and the Transfer Pricing Guidelines for Multinational Enterprises and Tax.

He is a Japan-certified public tax accountant with Doctor of Juridical Science from Kyoto University, Japan. He also holds a Juris Doctor in Business Law and an MBA from Hitotsubashi University, Japan.

In order to develop Japan's international contribution to global society, I drafted recommendations for fiscal and tax reform in developing countries in Africa, the Middle East and Eastern Europe while working as a consultant to the International Monetary Fund on sustainable financial management and economic growth.
