Payroll: An introduction


Being part of the payroll function requires you to keep up-to-date and be proficient when it comes to payroll preparation. During this session, we will take you through an understanding of the applicable Maltese regulations and the practical perspective in computing payroll. This session will also detail the employers’ obligation with respect to the necessary forms to be submitted with the Maltese authorities and the relevant documents which need to be provided to their employees. 

During the session we will be giving: 

  • Background information regarding the applicable legislation in Malta with respect to payroll.
  • Information regarding registration as a Private Employer.
  • Employee registrations including social security registration, engagement and termination of an employee.
  • Overview of Final Settlement System (FSS) Rules (including tax rates and FSS forms submissions).
  • Brief summary of Fringe Benefits (a detailed session on Fringe Benefits will be held on 29th October 2020).
  • Explanation of social security and maternity fund contributions.
  • Practical examples of payroll computation.
  • Payslip requirements.
  • Recent Legal Notices issued relating to payroll.

This session is relevant to professionals working in the payroll or human resources field and those who are interested in understanding what is involved in computing payroll in accordance with Maltese legislation.


Kathleen Abela joined EY Malta in 2011 and has experience with both local and foreign accounting and payroll clients in the financial services, I.T. industry, airline industry and multinational entities. Up until July 2020, Kathleen was a manager within the Tax Department, specifically working in the Accounting Compliance and Reporting (ACR). Kathleen now forms part of EY’s Finance Team. Kathleen graduated with a Bachelor of Accountancy (Hons.) degree in 2013 and a Bachelor of Commerce (in Accountancy and Management) degree in 2011. Kathleen is also member of the Malta Institute of Accountants.

Amy Ann Abela is a Manager in the Accounting Compliance and Reporting function within the EY’s Tax department. Amy Ann joined EY as a summer intern in 2011 and eventually joined as a full-time employee in 2013. Amy Ann has Bachelor of Commerce Degree (majoring in Accounting and Management). She later obtained a Bachelor of Accountancy degree from the University of Malta. Amy Ann also holds a Professional Certificate in Taxation issued by the Malta Institute of Taxation and is an associate member of the Malta Institute of Accountants. Over the years, Amy Ann has worked on a portfolio of both national and international clients, including a number of multinational companies.
