Being part of the payroll function requires you to keep up-to-date and be proficient when it comes to payroll preparation. During this two-hour session, we will take you through an understanding of the applicable Maltese regulations and the practical perspective in computing payroll. We will also detail the employers’ obligation with respect to the necessary forms to be submitted with the Maltese authorities and the relevant documents which need to be provided to their employees.
The second half of this session will delve into immigration compliance and will focus primarily on the employer’s duties when hiring foreign nationals with the employing company/firm. For the purpose of this session, we will be focusing on service users, namely third country nationals and their obligations under the provisions of Malta’s Immigration Act. Ultimately, this session will provide a better understanding of who is eligible to apply for a Maltese Residence Permit under Identity Malta’s Single Permit criterion which is directed specifically to third country nationals, and the process it entails.
Other topics such as permits for beneficiaries of protection and short-term assignees (incl. posted workers) will also be discussed.

Analise Debattista joined EY in July 2006 as an Associate in the Assurance practice. In September 2008, she has moved to the International Tax department (now TAX Accounting and Compliance Department – ACR). She is a Manager in the EY ACR team which forms part of the Tax Department and which handles client’s accounting and payroll obligations, as well as Employment and FSS registrations. She is the primary contact for payroll and social security matters in Maltese legislation.
Maria Cassar joined EY in January 2020 and is a Senior within EY Malta’s Global Compliance and Reporting service line, specifically forming part of the firm’s Immigration team. She is primarily responsible for handling work and residence permits of EU/Third Country Nationals (including HNWI) travelling to Malta for the purpose of employment. This includes new applications, renewals, change of employer, change in residential address, lost cards, etc. As part of the Immigration Team, Maria also handles applications for HNW Clients who are interested in applying for Malta’s Citizenship by Investment Scheme. Additionally, Maria is routinely involved in Company Secretarial Work within the firm and is also responsible for the Process for Acceptance of Clients and Engagements within the TAX team.
