Going beyond the arms’ length principle, and even challenging domestic sovereignty, the OECD project on addressing the tax challenges of the digitalization of the economy (or BEPS 2.0) continues to move ahead. With a target for high-level agreement in 2020, and very little detail yet fleshed out, taxpayers are facing a changing tax landscape with limited information.
With Public Consultations for both Pillar One and Pillar Two recently held, the OECD continues to work on filling in details of the proposals and advance toward agreement. Meanwhile, several countries have begun taking unilateral actions that appear inspired by these proposals.
