If your organisation has a workforce of 100 people or more, you will be subject to the reporting requirement for work-related personnel mobility (WPM) from 1 July 2024. From this date a record should be kept of the means of transport (including type of fuel) that your employees use to travel. This report should cover both business travel and commuting. The report for the second half of 2024 should be submitted no later than 30 June 2025.
The Minister for Economic Affairs, Dirk Beljaarts, told the Telegraaf (daily newspaper) that it is "unfathomable" and "prehistoric" that employers should have to record every trip made by their staff. The minister stated that the paperwork involved in recording how employees travel "is inexplicable". He says it can be done more intelligently, with standard models, for example, which employees can use to report their regular travel patterns.
The minister emphasized that he does not want to get rid of the CO2 registration requirement and its associated emission reduction target just yet, but that it could be done more efficiently. The simplification of the CO2 registration requirement is just one of the points Minister Beljaarts wants to put forward in his agenda to reduce the regulatory burden on businesses that he intends to present at the end of this year.
It remains to be seen whether the minister's point of view will actually result in a simplified reporting requirement. We will, of course, keep you informed of any further developments in this area. The minister has expressly stated that the report for 2024 should simply be submitted on time. If your organisation still has no plan in place for gathering the necessary data for this, it would be advisable to get started on this as soon as possible.
