On 3 February 2026, the Ministry of Public Security issued Circular 14/2026/TT-BCA1 (Circular 14), now in effect, providing detailed guidance under Vietnam’s aviation security program and aviation security quality control. Circular 14 introduces requirements on identification documents applicable to foreign nationals and Vietnamese traveling on domestic flights.
Under Circular 14, foreign passengers are required to present one of the following valid identification documents (or legally recognized electronic data) at check-in:
- Passport or international travel document (with the latest immigration stamp), accompanied by valid Vietnam residence documents such as a visa, permanent residence card, temporary residence card, or APEC Business Travel Card (except for passengers eligible for visa exemption)
- Identity card issued by the Ministry of Foreign Affairs for members of diplomatic or consular missions or international organizations
- Long-term airport/aviation security control card
- Identification card issued by Vietnamese airlines
- Level 2 electronic identification account (VNeID Level 2)
All documents must be original, include a photograph, and remain valid at the time of use. Electronic identification documents must also have full legal validity. Foreign passengers intending to use VNeID Level 2 must ensure that their account is active at the time of check-in.
It should also be noted that, pursuant to Circular 14, driver’s licences will no longer be accepted for check in procedures for Vietnamese passengers.
