Walter has more than three decades of experience in advising multinational corporations to formulate investment strategies and has directed many studies that involved restructuring Chinese operations and establishing appropriate investment vehicles in China. He has also assisted many Chinese companies to expand operations overseas.
In addition, Walter has also provided support to local authorities in developing investment policies to create a competitive and investment-friendly environment for foreign investors. He is a frequent speaker at many domestic and international tax seminars and a regular contributor to many Chinese and international tax journals on China tax development.
Walter obtained his Bachelor of Science and MBA degrees from NYU Stern School of Business. Before moving to Shanghai in 1993, he was a tax consultant with another Big Four network in New York. He is a CPA qualified in New York State.

He also advises local governments in China and helps them align their economic agendas with best practices.

He is the Vice President of the Shanghai Services Federation and the Vice President of the Shanghai Association of Foreign Investment Enterprises.
