IRAS updates on 2025 TP guidelines and recent TP controversy approaches

On 19 November 2025, the Inland Revenue Authority of Singapore (IRAS) released the e-tax guide Transfer Pricing Guidelines (Eighth Edition) (TPG (Eighth edition)). The TPG (Eighth edition) provides updates and additional transfer pricing (TP) guidance in several areas including financial transactions, simplified TP documentation (TPD), mutual agreement procedure (MAP) and implementation of the simplified and streamlined approach (SSA) on a pilot basis.

With the broad range of updates and new provisions, taxpayers will need to understand the changes to maintain compliance with the arm’s length principle and TPD requirements.

Join Ng Pei San, Tax Director from the IRAS and the EY Singapore TP team, at this hybrid event where we will share a summary of these key changes and new provisions, analyse and discuss the implications for taxpayers in Singapore including a discussion on the recent TP controversy approaches.

Additionally, the session will include a discussion on the IRAS’ perspective on the changing TP controversy landscape in Singapore and the effectiveness of APA and MAP for mitigation.
