Lucy is the EY-Parthenon MENA Healthcare and Life Sciences Leader, advising governments, health systems and investors across the Middle East on large-scale healthcare transformation, strategy and growth.
She works extensively across the GCC, particularly in the United Arab Emirates and Saudi Arabia, supporting major health reform programs and shaping the design and delivery of future-ready healthcare systems.
Lucy has more than 20 years of experience advising governments, health systems and private healthcare organizations. Her work includes leading national and regional healthcare transformation programs aligned with economic diversification agendas, advising health holding companies and government entities on operating models, service configuration and sector strategy, and supporting investors and providers with growth, M&A and market entry across the Middle East. She also designs integrated care models to improve clinical outcomes and patient experience, and advises on genomics and precision medicine initiatives, including large‑scale population health programs.
