And how can organizations ensure that AI advances human ambition, rather than amplifying the shortcomings of existing systems?

AI ambition

Dutch organizations want to accelerate with AI, but often get stuck when pilots need to scale. Teams experiment without a shared vision, clear guidelines, or insight into where AI is already being used. The core issue is straightforward: organizations must decide upfront where they truly want to implement AI.
The challenge is not the business case, but the foundation—the conditions that must be in place from the outset. A fully developed governance model is not required at the start, but without an initial vision and basic agreements, scaling simply will not happen.

Maturity before complexity

Responsible AI only creates value when it is linked to KPIs such as cost control, customer trust, and scalability. In the Netherlands, however, the bottleneck often lies earlier: many organizations are simply not yet ready for complex AI applications.
Readiness requires maturity across four domains: skills, risk, operating model, and technology/data. The “no‑regret actions” logically align with these domains, yet this is precisely where steps are frequently skipped. The result is pilots that never scale. The message is therefore clear: start with inventory, governance, and training—not with technology.

Resilience

What is crucial in the Netherlands is the ability to think ahead across multiple scenarios. Regulation (the AI Act), supervision (AFM), data requirements, and risks are evolving faster than organizations can keep up. Scenario planning is therefore not a luxury, but a necessity. Responsible AI goes beyond riskmanagement; it is a way to build resilience. Organizations that steadily develop their maturity avoid delays, accelerate adoption, and build trust with customers and regulators alike. Above all, they create an AI-foundation that is scalable—today and tomorrow.

Below are ten key steps organizations can take to introduce and implement Responsible AI by design:

1. Set the tone at the top
Ensure a clear tone from the top by explicitly involving leadership in responsible AI use. This requires defining a vision, strategy, and objectives for Responsible AI, embedding these principles in the organization’s culture and values. Leaders must prioritize the following principles in AI decision-making and ensure they are reflected in policy and practice: accountability, compliance, data protection, explainability, fairness, reliability, security, sustainability, and transparency.

2. Start with awareness
Increase awareness of the importance of Responsible AI and the potential risks and impacts of AI-systems, both during development and through potential misuse by end users. Inform employees, stakeholders, and customers about the benefits and challenges of AI and the need for responsible AI practices through training, workshops, and awareness campaigns.

3. Map where teams use AI
Create an inventory of AI-systems and applications within the organization to understand where AI is used, developed, and deployed. This includes identifying AI-driven systems, data sources, and algorithms, as well as understanding decision-making processes and governance structures around AI. Include AI-solutions from external vendors as well.

4. Bring people along and invest in skills
Invest in upskilling and reskilling employees so they have the knowledge and capabilities to responsibly develop and apply AI-systems. This includes education and training in AI ethics, bias and fairness, data science, machine learning, and other relevant competencies, tailored to employees’ experience and expertise.

5. Build diverse teams for development and governance
Teams responsible for developing and overseeing AI-systems should be diverse and inclusive, bringing together different perspectives, experiences, and areas of expertise. Actively seek out diverse viewpoints and incorporate them into AI-related decision-making.

6. Align with business strategy and values
Embed Responsible AI in the organization’s overarching business strategy and values. This means integrating Responsible AI principles into decision-making processes so AI-systems are designed and deployed in ways that support the organization’s mission and values.

 

7. Embed governance and riskmanagement
Integrate governance and riskmanagement into the development and implementation of AI to ensure systems are built and used responsibly. Establish clear internal policies, procedures, and controls for AI, and regularly monitor and audit AI-systems for bias, fairness, and transparency.

 

8. Leverage what already exists
Make use of existing resources, tools, and knowledge to support Responsible AI. This includes applying existing governance frameworks, riskmanagement processes, and compliance programs to AI-development and deployment.

 

9. Invest in an appropriate technology architecture
Invest in a technology architecture that fits the organization and supports Responsible AI practices. Select and implement AI technologies that are transparent, explainable, and fair, and that contribute to Responsible AI objectives.

 

10. Treat it as a continuous process
Recognize that Responsible AI is not a one-off effort, but an ongoing process of monitoring, evaluation, and improvement. This requires regularly reviewing and updating policies, procedures, and practices to ensure they remain aligned with evolving AI-risks, opportunities, and regulations.
