Registrations have opened in the UMG Trader platform, an essential step in accessing the new AES export system, applicable from December 1, 2023

Starting December 1st, 2023, export customs operations will be carried out through the new IT system called AES-RO, which replaces the ECS-RO system (Export Control System). The ECS-RO system will no longer be used for export customs declarations submitted starting December 1st, 2023. The system will still be able to be used for the research procedure and for changes/invalidations of customs declarations in the "Exported" status.

Before using the AES-RO system, economic operators must register in the User Management module (UMG). At the same time, economic operators who are registered and already use the ECS-RO system will be registered in this module.

UMG TRADER is an IT module for authorizing access to SIIV IT systems (Customs Integrated IT System) and managing users of the new IT systems for declaring goods, replacing the current paper-based procedure.

This module offers an economic operator, involved in customs operations, the possibility to manage its employees, users of IT declaration systems. Thus, the interaction with the system administrators within the customs offices will be eliminated.

UMG TRADER has the following advantages:

  • economic operators will be able to manage the permissions of each created user (within the limits of the permissions of each economic operator);
  • allows the creation of a single user for multiple applications/customs offices.

The following people can request access to the AES-RO application:

  • Economic operator (which carries out operations in its own name or designates a representative);
  • Representatives (perform operations on behalf of other economic operators);
  • Economic operators at the exit (submit notifications/manifest at the exit customs office for export customs declarations, exit summary declarations, re-export notification).

At the same time, we mention that the new AES-RO system is used on the basis of qualified digital certificates, and the declarations will be transmitted in the new declaration systems signed with the electronic signature.

How does the above influence the activity of your company?

If you export goods outside the EU, for export customs declarations submitted starting 1 December 2023, you must register in the User Management module (UMG). The registration session has been opened.

If you are a customs representative and submit export customs declarations on behalf of other persons, we recommend that you ensure that the persons you represent are aware of the legislative and IT changes that take place starting 1 December 2023.
