Hisham Dally

Hisham is the EY MENA Assurance Government & Infrastructure Leader, overseeing the industry across the MENA region and serving government clients, government-owned entities, and organizations operating across the infrastructure sector. With over 18 years of experience at EY, he has led complex transformational projects and championed strategic initiatives that support public sector priorities and national development agendas across the region.

Hisham works closely with ministers, board members, and C-suite executives to strengthen governance, elevate financial integrity, and embed control environments that underpin institutional credibility and long-term public value. His remit spans across Audit, Financial Accounting Advisory Services, Forensics & Integrity Services, Climate Change & Sustainability Services, and Technology Risk through a dedicated government and infrastructure lens.

Hisham holds a BBA in Accounting and Finance and a Business Strategy certificate from Harvard University. He also holds CIA and CRMA from the Institute of Internal Auditors (IIA) New York, and is a Certified Family Business Advisor from the University of Manchester.
