Shirley is the EY Greater China Tax Policy Leader and a partner in the Indirect Tax team with Ernst & Young (China) Advisory Limited. She brings more than 20 years of tax advisory experience across China, Australia, the United States and Singapore. She focuses on indirect tax, supporting multinational clients through complex cross-border challenges and evolving policy landscapes.

Prior to joining the EY organization, Shirley held senior indirect tax leadership roles across the Asia-Pacific region at a global professional services firm.

She has been recognized by International Tax Review as a Women in Tax Leader from 2017 to 2025 and as an Indirect Tax Leader from 2016 to 2025.

Shirley has a Bachelor of Economics from East China Normal University in Shanghai, China, and a Master of Accounting from Macquarie University in Sydney, Australia. She is a Fellow of Certified Practising Accountant (FCPA), Australia and a China Registered Tax Agent.
