Starting 1 December 2023, companies holding AEO certification will benefit from a new facility to simplify export formalities

On 30 October 2023, on the website of the Romanian Customs Authority a press release was published regarding a new facility  for export/re-export  of goods for companies holding AEO certification.

Following the implementation of the new IT export reporting system - AES applicable from 1 December 2023 the procedure of entry in the declarant recordd (EIR) for export/ re-export can no longer be applied.

In order to support exporters holding AEO status, the Romanian Customs Authority has identified solutions to further ensure the application of simplification facilities in the export / re-export reporting of goods, more precisely:

  • The premises held by these economic operators to be approved by the customs office as premises for the presentation of goods. In case the customs office decides to carry out the control, it shall take place at the premises of the operators;
  • Establishment of a 60 min time period for taking the control decision for export/re-export operations. On expiry of this period the export/re-export customs declaration to be automatically released. If the customs declaration is selected by the system for control, the export/re-export operation is interrupted and the customs worker's intervention is awaited;
  • The customs export/re-export declaration is submitted in the AES system also outside the working hours of the customs office without the presence of customs staff. If the customs declaration is selected by the system for control, the export/re-export operation is interrupted and the customs worker is expected to intervene.

How does the above influence your company's activity?

If you hold AEO certification and export goods outside the European Union, starting 1 December 2023 you will be able to carry out export operations in a simplified way.
