EY Ukraine is advising IFC and the Lviv City Council on the selection of a private partner for the UNBROKEN project

The project to construct a new surgical facility within the UNBROKEN ecosystem in Lviv has entered its next stage. On 12 October 2026, the selection process for a private partner to implement the project under a public-private partnership (PPP) model was officially launched.

The project aims to expand access to highly specialized medical care, including surgical care, and enhance its quality by leveraging private sector expertise and investment to develop critical healthcare infrastructure.

EY Ukraine is advising the International Finance Corporation (IFC) and the Lviv City Council, as the public partner, on the preparation and conduct of the selection process. In particular, within preparation stage, EY Law  contributed to the development of the tender documentation for the qualification stage and the related supporting materials, working closely with IFC and the City of Lviv.

The project is expected to be among the first in Ukraine to be implemented under the country’s updated PPP legislation, including the new Law of Ukraine “On Public-Private Partnership.”

The selection process is being conducted as a restricted tender, under which the qualification stage for potential private partners has commenced. Applications will be accepted until 20 January 2027. Applicants that successfully pass the qualification stage will proceed to the subsequent stages of the tender process, which will include discussions of the tender documentation, submission and evaluation of tender proposals, and selection of the winning bidder.

EY Ukraine will continue to provide legal support for the tender process, including supporting the work of the tender commission in reviewing applications and evaluating tender proposals, as well as supporting negotiations with the winning bidder through to commercial close under the PPP agreement.

About the UNBROKEN Center

The UNBROKEN Center is the largest medical facility in Ukraine. Here, defenders and civilians - both adults and children - affected by the war receive a full cycle of treatment: from emergency care to prosthetics and psychological rehabilitation. Since the beginning of the full-scale invasion, over 20,000 wounded Ukrainians have been treated here, including 360 children.

The Center’s areas of focus include reconstructive surgery, orthopedics, and prosthetics. People not only receive prostheses here - they are manufactured on-site. All medical care is provided free of charge. The Center also provides physical, psychological, and psychosocial rehabilitation.

During their recovery, patients can live together with their families in specially equipped social housing, designed to meet the needs of severely injured defenders and to help them adapt to life after trauma.

UNBROKEN works as a part of the First Lviv Medical Union - the largest medical institution in Ukraine, which includes two adult hospitals and one children’s hospital.
