From 12 August 2026, the PPWR shifts the focus from understanding the rules to demonstrating compliance in practice. For many organizations, the challenge lies in determining who is responsible for what, which requirements apply to each packaging type and how evidence can be maintained across increasingly complex packaging portfolios. As authorities gain the right to request supporting documentation, role clarity, traceability and documentation governance become critical elements of market access.
 

From requirement to reality

One of the first practical hurdles under PPWR is role identification. The obligations of a manufacturer, importer, distributor or supplier differ, and a company may fulfil multiple roles depending on the packaging and supply chain configuration. Getting this assessment wrong can lead to gaps in documentation, conformity responsibilities or due diligence obligations. Establishing a structured approach to role determination and compliance management is therefore a key step towards PPWR readiness.
