Adam leads EY-Parthenon Turnaround and Restructuring Strategy practice, advising governments worldwide on complex financial and operational transformations. He helps close structural deficits, protect essential services and strengthen fiscal resilience through strategic planning, cost reduction, cash flow forecasting, budget transformation, negotiations, and pension and benefits reform.
In his previous role as a federal government deputy director, Adam advised senior officials on distressed municipalities, infrastructure finance and public pensions. He helped shape the federal response to Puerto Rico’s financial crisis and supported Congress in drafting the Puerto Rico Oversight, Management, and Economic Stability Act. His work has earned global industry recognition for advancing successful government turnarounds and public value.
Adam holds an MBA from Harvard Business School, an MPA from Harvard Kennedy School and a Bachelor of Science from the University of Maryland, where he graduated summa cum laude and Phi Beta Kappa. He is also a Chartered Financial Analyst and Bond Buyer Rising Star.
