The challenge
Transform the child protection framework by redesigning processes and building an agency-wide information system
For the first time in its history, this government agency underwent a transformation project that places children at the centre of their services by:
Building an information system that supports the objective of a safe, permanent and stable home,
Supporting decision making by recording, recalling and analysing right information at the right time, and
Providing a 360 degree view of every child under care.

The solution
Operating in a complex government landscape, EY teams migrated data from the client’s legacy IT system to a cloud-hosted CRM environment and implemented new ways of working.
With implementation to take into consideration the large user community spread over a large geography, EY teams carefully managed the migration process to ensure:
End-to-end data reconciliation, not a simple ‘lift and shift’.
A risk-based approach to the management of data quality to mitigate the business risks associated with the highly confidential and business critical data.
New ways of working; new practice arrangements, a new case management approach and the introduction of process automation.
Implementation of AI, blockchain, geospatial analytics, graph database cognitive computing, real-time analytics and predictive analytics.

The result
Visibility and easy access to the child’s complete story enabling case workers and agencies provide improved quality of service to children and their families
The program provided the department and its associated network of service providers with:
A 360 degree view on every child, across their familial, professional and emotional networks. By pulling together sources from multiple platforms, it will allow case workers, the government and relevant parties to gain a complete profile of the child, one that tells the child’s story
Ability to measure the level of care provided to the child, and assess the impact of the services delivered against the outcome
Ability to proactively deliver the right interventions through understanding and predicting the children at risk
