Julia Ann has over 17 years’ experience advising on procurement and contract management across complex capital projects in the transport sector, supporting both public and private sector clients. She brings deep expertise in delivering large-scale programmes within the public sector and EU procurement environment.

She specialises in strategic commercial advisory, helping organisations navigate high-value, high-risk investments and achieve robust commercial and financial outcomes. Her experience spans the full project lifecycle, from business case development and commercial strategy through to financial structuring, procurement design, and contract delivery.

Julia Ann has extensive knowledge of key regulatory and delivery frameworks, including the Infrastructure Guidelines, the New Engineering Contract Version 4 (NEC4) contract suite, public private partnership (PPP) guidelines, EU procurement directives, national procurement guidelines, and the Capital Works Management Framework. She works closely with clients to structure delivery models, manage commercial risk, and drive successful outcomes in complex, multi-stakeholder environments.

She is particularly passionate about developing future leaders and fostering high-performing teams, while ensuring that the work delivered contributes positively to clients, communities, and wider society.

She is a Fellow of the Institute of Chartered Accountants in Ireland (ACA), having qualified in 2012. She also holds a BSc in Business Information Systems from University College Cork, completed in 2008.
