Subsidy call for investment projects regarding EV charging infrastructure

Introduction

Following the European ‘Clean Power for Transport’ (CPT) Directive, the Member States of the European Union (EU) are making a dash for the switch to zero-emission vehicles. The increasing adoption level of electric vehicles (“EVs”) goes hand in hand with efforts to improve infrastructure for such vehicles by increasing the number of charging stations. The Flemish government now calls for CPT projects and allocates 10 million euro to support such projects that help to expand charging infrastructure in Flanders.

Eligible projects

Companies, non-profit organizations, sector federations, as well as governmental entities can benefit from this cash grant when they decide to invest in charging infrastructure for EVs. Investments are eligible for these subsidies if they entail charging infrastructure:

  • for electric cars and vans (both normal and fast charging);
  • for vans in view of zero-emission urban logistics (both normal and fast charging); or
  • for trucks (only fast charging).

In general, financial aid can be used both for the investment costs related to the installation of the charging infrastructure and for its smart connection. Other costs, such as overhead and exploitation, are not eligible.

The charging infrastructure for electric cars and vans only qualifies when they are (semi-)publicly accessible, for which certain specific criteria should be met. Moreover, the charging points must be powered with green energy.

Practicalities

The total sum of support amounts to 20% of eligible costs, with a maximum of 1,000 euro per realized charge point equivalent (CPE) and 300,000 euro per project. The deadline for submitting a grant/subsidy application is September 15th, 2022.

Would you like to know whether one of your projects would be eligible for submission? Or would you like to receive support with preparing the grant application? Feel free to contact one of our experts at EY Subsidia through info.subsidia@be.ey.com for a noncommittal discussion.

Conclusion

With the recent release of the call for CPT projects, the Flemish government complements other support instruments that Belgium wields in order to facilitate the transition towards zero-emission road mobility. For example, companies that invest in charging infrastructure between September 1st, 2021 and August 31st, 2024, could already benefit from an investment deduction up to 200%.

The future of mobility and fleet electrification is an exciting yet challenging topic, which involves many intertwined elements (including incentives, corporate tax, personal tax, social law, VAT and non-financial reporting). For these reasons EY has created a Mobility Center of Excellence to help clients tackle these questions in a holistic way.
