Ryan Phillips is a Manager in EY’s Infrastructure Advisory practice, providing strategic advice on infrastructure policy, programs and projects for government and public sector clients.

Recognized for blending a collaborative, stakeholder-oriented approach with analytical rigour and evidence-driven economic analysis, he helps clients navigate complex government decision-making to deliver impactful services.

Prior to joining EY, Ryan held policy advisory roles with provincial governments and the federal government, where he supported infrastructure policy and program strategy, fiscal policy and multibillion-dollar budget planning, and Indigenous economic development initiatives. Earlier in his career, he worked in institutional fixed income sales, providing market insights and financial analysis to leading Canadian investors.

Ryan holds a Master of Public Policy from the Munk School of Global Affairs and Public Policy and a Bachelor of Commerce (Honours) from Rotman Commerce, both at the University of Toronto.
