A Partner in the EY UK&I Law Energy team, Harry has over 20 years’ experience advising on international energy and infrastructure projects.

Harry has acted for governments, sponsors and lenders on a range of project-financing transactions, as well as public-private partnership (PPP) and private finance initiative (PFI) transactions, including several award-winning projects.

His sector-specific knowledge includes power, transport (roads and airports), desalination projects and oil and gas (including liquefaction and re-gas) and he has also acted on transactions involving multilaterals and development funding institutions.

He has advised on several high-value engineering procurement and construction (EPC) contract dispute settlements, and related financing arrangements.

Harry has extensive cross-border experience, particularly in Africa and Asia. He worked in Vietnam for three years and is proficient in Vietnamese, and speaks basic Mandarin and intermediate French.

He has an MA degree in Natural Sciences from Cambridge University, and postgraduate diplomas in Law and Legal Practice.

How Harry is building a better working world

Harry has a particular interest in new energy and transition technologies, including green and blue hydrogen. This also extends to derivatives, such as ammonia, carbon capture utilisation, energy storage systems, electric vehicles (EVs) and smart grid technologies, as well as more established renewables technologies. He is committed to championing low- or zero-carbon solutions.
