New Property Tax Rate for Wind Turbines
On January 1, 2026, the property tax rate for wind turbines will increase from 0.2 percent to 0.5 percent.
In the autumn budget for 2025, the Government announced an increase in the property tax rate on wind turbines from 0.2 percent to 0.5 percent effective January 1, 2026, with the intention that all wind power companies will pay the same tax rate. This week, the Government made a decision regarding the new property tax rate in accordance with the proposal.
The property tax for wind turbines has been 0.2 percent of the assessed value, as long as the difference in property tax between 0.2 percent and 0.5 percent did not exceed the cap amount of €300,000 over a period of three tax years according to the Commission's regulation on de minimis aid. If the cap amount was exceeded, a rate of 0.5 percent would apply instead. For other electricity production units, the property tax rate is 0.5 percent.
The background for the proposal to raise the property tax on wind turbines was to increase municipalities' incentives to approve more wind power by establishing a support system for municipalities based on the property tax from wind power. The legislative change is expected to result in the following:
- A uniform property tax rate for electricity production units.
- Increased tax costs primarily for small and medium-sized wind power owners who have previously been the main beneficiaries of the lower tax rate, thereby reducing incentives to invest in small-scale wind power.
- Reduced administrative burden for wind power owners as the need to calculate cap amounts will disappear.
- Strengthened incentives for municipalities to support wind power expansion.
- The overall effect of the proposal, combined with the support for municipalities, is expected to have positive effects on wind power expansion, which in the long run could lead to more fossil-free electricity production.
The changed assessment rules prior to AFT 25 meant that many wind turbines received significantly increased tax assessed values from January 1, 2025, resulting in higher property taxes as a direct consequence. With the now increased property tax rate from January 1, 2026, many wind turbines will face a substantial property tax blow in the coming years.
