India's space sector is entering a new phase of growth, driven by commercialization, private sector participation and innovation. The report “From escape velocity to value: Innovate, govern and grow” examines how policy reforms, particularly the Indian Space Policy 2023, IN-SPACe reforms and the NewSpace India Ltd. (NSIL) space ecosystem, are enabling private participation, space entrepreneurship and the wider space startup ecosystem in India.

It analyzes the end-to-end space value chain, covering upstream activities such as satellite manufacturing, launch vehicle development, propulsion systems, avionics, space-grade electronics and launch services; midstream activities such as ground segment systems, network equipment, satellite operations, telemetry, tracking and control and ground segment operations; and downstream activities such as Earth Observation (EO), satellite communication (SATCOM) services, Positioning, Navigation and Timing (PNT), geospatial analytics, NavIC navigation system and sector-specific space-enabled applications. These downstream capabilities are increasingly supporting agriculture, logistics, disaster management, infrastructure planning, climate resilience and governance, while also strengthening the emerging defence space India agenda through secure communications, maritime domain awareness and resilient space-enabled networks.

It also assesses Space Domain Awareness (SDA), space governance and international space cooperation, outlining how the Indian space industry can convert upstream capability, downstream adoption and strategic use cases into economic growth, resilience and global competitiveness.
