Areas of focus

Serving as the West Coast lead of Ernst & Young Infrastructure Advisors, LLC, Tuyen brings approximately 20 years of experience developing and consulting on large-scale capital programs and redevelopment projects — from transportation to municipal facilities and urban redevelopment. He advises universities and state and local governments on strategic planning and alternative delivery of infrastructure, focusing on public-private partnerships, innovative finance and complex transactions. 

Tuyen previously was a project developer working on international private road and airport concessions for a major infrastructure engineering, investment and operations group based in Paris, France.

Tuyen has a Master’s degree in Civil Engineering from Ecole Nationale des Ponts et Chaussées, Paris and also holds a Master’s degree in Project and Structured Finance from the Paris Nanterre University.

Our governments’ needs far exceed their resources, and helping them devise innovative financial and commercial strategies to do more (and faster) with less is my goal.”
