Muhammed Moses Ssempijja is a Tax Partner at EY Uganda, bringing over 30 years of extensive experience in tax advisory, restructuring, VAT, and compliance. He previously served as Country Managing Partner from June 2011 to June 2016.
Before joining EY, he worked with the Uganda Revenue Authority, gaining invaluable insights into tax administration and policy.
Muhammed has advised clients across multiple industries, including wholesale and retail, utilities, agriculture, insurance, banking, oil and gas, manufacturing, and telecommunications.
He provides expert guidance on income tax compliance, PAYE and VAT reviews, tax accounting, and international tax matters. He was also part of the core team that implemented VAT in Uganda in 1996.
A Fellow of the Chartered Certified Accountants (FCCA - UK), Muhammed holds a BSc in Economics from Makerere University Kampala. He is a member of the Institute of Certified Public Accountants of Uganda (ICPAU) and Rwanda (ICPAR) and holds a VAT training certificate from South Africa.
Beyond his professional expertise, Muhammed is a regular writer on economic and taxation issues in Uganda. He is also a businessman, farmer, practicing Muslim, and devoted family man. His leadership and insights continue to shape tax policy and compliance in Uganda and beyond.
