Justin Fishman

Justin Fishman is the EY Americas Government & Public Sector State and Local and Education (SLED) Leader and focused on helping governments modernize their operations, improve service delivery and achieve measurable outcomes for the communities they serve.

A transformational leader with more than two decades of experience advising private and public sector organizations, Justin works closely with state and local governments to redefine how they conduct business — across strategy, financial management, program integrity and technology modernization. His work centers on enabling governments to do more with less by simplifying operations, strengthening governance and deploying technology in ways that improve efficiency, transparency and citizen experiences.

Previously, Justin served as the EY SLED Solutions and Growth Leader, where he led the development and scaling of integrated, outcome-driven solutions that address governments’ most complex operational challenges. In that role, he helped reshape how states approach their enterprise strategy, modernize legacy systems, improve financial and program oversight, and build sustainable operating models that support long-term mission success.

Justin is a firm believer that technology alone does not drive transformation. He advocates for technology-enabled change that is underpinned by strong business fundamentals, disciplined processes and effective organizational design. By aligning strategy, operations and digital capabilities, Justin helps government leaders deliver services more efficiently, improve accountability and maximize the impact of limited public resources.

Justin leads multidisciplinary EY teams across the Americas, bringing together deep sector knowledge, operational insight and leading practices in government transformation. His work supports state and local leaders as they navigate fiscal constraints, workforce challenges and rising service expectations — while remaining focused on outcomes that matter most to citizens.

He holds a Bachelor of Science in Business Administration and Accounting from Drexel University and is a chartered financial analyst charterholder.
