Matt is a managing director in the Insurance & Federal Claims Services practice in McLean, Virginia. He joined the firm after 30 years of public service as a senior executive with the federal government, with the last 20 directly related to FEMA and disaster program-related activities. Matt managed compliance and performance audits of disaster funds in almost every state and FEMA region. He also managed dozens of comprehensive studies of federal, state and local disaster preparedness programs and assessments of Department of Homeland Security (DHS) incident planning and catastrophic planning.

He is a frequent speaker, and has published articles and taught courses on FEMA public assistance; 2 CFR 200; fraud, waste and abuse; and leading practices for recipients and subrecipients of federal funding.
