Citizen developers at scale: CoP as the new operating model for LCNC

Imagine a busy government agency responsible for delivering essential services to millions of constituents. One department develops a case management application for constituent inquiries while another department creates a similar tool for small-business inquiries. There is clear similarity between these tools, although they may differ in frequency of request, user interfaces, and unique needs they meet for a distinct constituent group. Furthermore, both systems will need to integrate with the agency’s core IT systems before their public launch.

Traditionally, organizations developed CoEs to tackle these problems. CoEs created a siloed team of experts separate from process owners designed to drive best practices, standardize processes and foster innovation. Knowledge and skills are concentrated in one place, but this orients processes toward the agency rather than constituents. It is not as effective in responding to dynamic constituent needs such as those common in today’s environment.

In contrast to CoEs, CoPs are integrated. CoPs are driven by engagement from process owners and functional experts rather than top-down policy directives. This approach ensures that the products and solutions developed are user-engaged and tailored to meet the specific needs of constituents. In a CoP, practitioners collaborate to share knowledge, refine best practices, introduce standards, and share lessons learned from different implementations.2 Traditionally, CoPs have been informal and developed outside the organization, but agencies that provide infrastructure support, such as budgets, collaboration tools, knowledge management platforms, or outside learning, can see exceptional outcomes with minimal overhead cost.

LCNC CoP Role

 

LCNC platforms provide a unique value proposition with their ability to empower users with minimal programming skills to quickly develop and deploy applications. Flexibility and efficiency are core to the value-added benefits, but a hub of expertise is essential to enhancing LCNC platform utilization and ensuring these tools are leveraged to their fullest potential. A CoP enhances agility and responsiveness by enabling localized decision-making. It decouples compliance, security and integration from development, user experience and functional expertise, allowing for quicker delivery tailored to specific needs and contexts.

 

  1. LCNC utilization: Encourage widespread adoption of each LCNC capability across departments to maximize feedback loops with functional specialist.
  2. Strategic architecture and governance: Document lessons learned to prevent application sprawl, encourage faster development, and expedite user acceptance. Maintain alignment with agency objectives to monitor the value-added benefits of the CoP.
  3. Minimize technical debt: Provide training on leading practices for implementation, helping functional experts build applications that are maintainable and scalable.3
  4. Scalability and performance: Shared experiences guide agencies in choosing the best hosting approach based on needs and budget constraints. Alignment allows for enhanced performance, cost-efficiency, and expanded service delivery.4
  5. Cybersecurity, compliance, and regulatory risks: Monitoring and logging mechanisms can be decoupled from development, allowing agencies to track platform usage, performance, and security events consistently across departments.5
  6. Comprehensive training and awareness: Promote a culture of continuous learning and improvement by financing curriculums and training materials to bridge knowledge gaps.6

 

What does LCNC CoP implementation look like?

 

LCNC at scale involves citizen developers deploying and managing applications that drive efficiency throughout the organization.6 Implementation should align with lean and agile methodologies to create a development process that is both efficient and adaptable. The CoP’s role and responsibility must be flexible to align with the various functional groups, adapting to change depending on the organization’s current maturity and desired capabilities.
